I am using another chatbot and they just had a new feature called "NTN" or Notice Message, which according to them has permission from Facebook to automatically send message outside 24hours.
Answer:
NTN is not yet available for public as it is still in beta. However, if Facebook finally releases this in public, MMIO will surely adopt to this as well.
