I have a problem with linking the Instagram page when I try to link, it takes me to Facebook. Also, I am supposed to be able to link the Instagram page without linking Facebook.

Instagram Business accounts are dependent on its connected Facebook page. To properly integrate your Instagram Business account, you need to do the following:
Connect/Link your IG business account with your Facebook page
Import your Facebook page to MMIO with all permissions checked/enabled
Enable the Facebook page you imported
Import your IG account connected to the FB page you imported in the previous step
